Decentral Monetary Incentive for Energy Conservation

In 2007 -2009 a pilot project explored the basic concept of the project regarding the producibility and efficiency. This field test was extremely successful at the pilot facilities of Biology 1 and Psychology.
As a result of this experience the pilot project - together with the appointment of a climate protection officer promoted by the BMU - was started on 1.01.2010 at first in 15 chosen facilities within the 12 university buildings.

Basic concept:

By monetary incentives, energy conservation tips and the opportunity to borrow instruments for measuring power consumption and intensive consultation, a change in consumer behaviour should be encouraged. At the same time the building services should be optimised at the basis of consumer suggestions.

Summary of the project year 2010:

Overview of the energy savings compared to the reference data in all 12 buildings.

Electricity: 735,600kWh, on an average 11% compared to the reference data, ca. 302 CO2

Heating*: 2,371 m3 , on an average of 6% compared to the reference data

* on the basis of wheather-reassessed comsumption value for long-distance heating (cold/warm), natural gas and mineral oil

 In 2010 awards for the successful energy conservation measures were distributed to the following institutions.

To the 15 participating institutions: 100, 000 EUR

To the central energy budget of the University: 105,000EUR

To the Sustainable University Work Group: 5,000EUR

Project foundation:

The energy comsumption (not costs!) of three years in the period from 2003-2008 will be averaged and the data will serve as the standard of comparison in terms of an average yearly requirement.
In this way the common variation in temperature as well as other variations will be levelled. The institutes will be able to save energy by a changed consumer behaviour and an improvement of building services compared to the reference data.
In this model calculation of savings due to a change in consumer behaviour, which results from technical changes (equipment maintenance as well as new equipment) or organisational changes (part-closing, vacant proffesorships, ...) will not be taken into account.

If there are several facilities within a single building, the average consumption will be estimated by dividing up the surface area of the building between the institutions.

The consumers will be suported in this project by the climate protection officer of the University and the Sustainable University work Group. For example, they will also receive the opportunity to borrow instruments for measuring the power consumption of individual devices. The standy-by costs of computer equipment used by the institutes will be measured and calculated in order to determine whether a significant amout of energy can be saved. The basis of the project is the continuous supervision of the participating institutions and the intensive communication between all relevant facilitites (members of the institutions, technical and commercial building management as well as university building authorities) moderated by the climate protection officer.

Bonus:

After a year, the energy-consumption behaviour will be evaluated and institutions whose energy consumption has improved will be awarded a bonus corresponding to the abount of energy they have saved.
45% of the saving ist at the disposal of the institution (desirable would be a disposal in combination with further energy-saving measures). 50% wil flow back to the energy budget of teh University. The remaining 5% will be inured to the benefit of the Sustainable University Work Group as well as the climate protection officer for the funding of further measures.
In the end all participants will mutually benefit from  successful project management.

If institutes situated in other buildings decide to take part in the project later on, their reference data will be set according to their energy consumption in the same period. Consumption figures for years after 2008 will not be used to decide on the budget. Thus, institutes who are not yet taking part in the project already have an incentive for saving energy today.

 

The data used to claculate the bonuses is proected by password and may only be viewed by the institutes participating in the pilot project.
